The internet don't got no government, y'know? The internet does whatever. The internet's just all anarchy. Anarchy. Good way to describe it. We think of THE INTERNET as being this weird thing, when it's mostly not weird. If there were no government, it'd be like the internet. There'd be, like, this weird place over there, and most people would think it's the whole planet that's weird and messed up, but it'd just be Sweden. Or whatever.
